Her hair is as long as mine and it took me 8 years to grow it to this length from my 3cm haircut. Let's say she needed 6 years, that means she's 21 on that picture.
She does look a bit older then she should. She should be around 14ish and possibly pregnant. It would have made more sense for the scene to take place after the first book (short hair, no Drogo, etc) since it is more his horde then hers at this point in time.
