It kind of is a contest. The Art Order is run by Jon Schindehette the head art director for D&D at Wizards of the Coast. They had an open art test up on their website: [link] that doesn't have a deadline.
For the Art Order Blog Jon chose to have a deadline. The potential prize is getting work from Wizards of the Coast and creating a good portfolio piece.
